Business Analyst – Proposal & RFI Support (Entry-Level)

Location: Hybrid/Remote (Virginia-based preferred)

Employment Type: Full-Time | Start: Immediate

Overview

Entry-level Business Analyst supporting federal RFIs/Sources Sought and RFP/RFQ proposal efforts. Role includes structured writing, compliance tracking, research, and workflow execution in BD Pipeline.

Key Responsibilities

RFI / Sources Sought / Market Research

  • Monitor and log RFIs, Sources Sought, and market research notices in SAM.gov and agency portals via NextStage.
  • Build RFI response outlines; create compliance and requirement matrices tailored to each notice.
  • Draft and format RFI responses (capability statements, past performance abstracts, staffing/approach summaries, key differentiators, NAICS/UEI/CAGE/company data).
  • Run data calls; collect inputs from SMEs; ensure responses align to each question and stated page/format limits.
  • Manage vendor Q&A (submit questions by deadlines, track answers, update matrices and response text).
  • Maintain reusable RFI content library (core boilerplate, certifications, contract vehicles, corporate facts, past performance one-pagers).

RFP/RFQ Proposal Support

  • Assist with section drafting (technical, management, past performance) and format to solicitation rules.
  • Build and maintain compliance matrices, outlines, schedules, and color-team review checklists.
  • Support graphics and tables (org charts, schedules, resumes, past performance summaries).

BD Workflow

  • Create/maintain opportunities, tasks, owners, dates, and version control for BD Pipeline
  • Document workflows and SOPs for repeatable RFI/proposal 

Collaboration & Reviews

  • Participate in Pink/Red/Gold reviews; capture actions and drive closure before deadlines.
  • Coordinate with teaming partners for inputs (NDAs/TA templates, capability alignment, data calls).

Qualifications

  • Bachelor’s in Business, English, Communications, Public Policy, or related field (recent graduate welcome).
  • Strong writing/editing, organization, and attention to detail.
  • Comfortable parsing solicitations and mapping requirements into compliance checklists.
  • Proficient with MS Word/PowerPoint/Excel; familiarity with SharePoint/Teams or similar collaboration tools.

Preferred (Nice to Have)

  • Exposure to RFIs/Sources Sought and the RFP/RFQ lifecycle (e.g., Shipley concepts).
  • Experience with a CRM/workflow tool (NextStage, Salesforce, HubSpot, etc.).
  • Prior internship or project experience in government, BD, or technical writing.
